Steve Gross is the firm's managing shareholder and concentrates his practice in the areas of public agency representation, homeowners associations, and management-side employment and labor law. He serves as the City Attorney for the City of Portola and the City of Loyalton. Steve also serves as general counsel for several joint action and local public agencies, including the M-S-R Public Power Agency, MSR Energy Authority, Truckee Donner Public Utility District, Herlong Public Utility District, Tahoe Forest Hospital District, Eastern Plumas Healthcare District, Plumas District Hospital, and Truckee-Donner Recreation and Park District. He has served as counsel and special counsel to numerous other public agencies. Prior to joining Porter Simon in 1991, Steve practiced management-side employment and labor law in Los Gatos, California.
Steve's labor and employment practice involves representation and counseling of public and private employers in all aspects of employment law and labor relations, discrimination claims, including sexual harassment, wage and hour matters, development of policies and handbooks, and discipline and discharge. Steve is also general counsel for several homeowners associations. His expertise in homeowners association matters is an asset to the firm's overall real estate practice. Steve serves on the board of the Truckee Tahoe Community Foundation. He is the past president of the Sierra Nevada Children's Museum, past president of the Truckee Donner Chamber of Commerce, and served on the Town of Truckee Road Committees. Steve was listed as a "Super Lawyer" in Northern California Super Lawyers for 2005-2010.
Steve's favorite pastimes are fly fishing and making wine. When not on the river or stomping grapes, he and his wife, Terrina, an elementary school teacher, enjoy traveling, camping, hiking, biking, skiing and snowshoeing with their daughter, Alexa.
Steve was born and raised in Greensburg, Pennsylvania. He graduated from Trinity College, in Hartford, Connecticut, in 1983, with a Bachelor of Arts in Economics, and received his law degree from Santa Clara University in 1988. Steve is admitted to practice in both California and Nevada, the Federal District Courts for the Northern and Eastern Districts of California, and the United States Court of Appeals for the Ninth Circuit.
